Hong Kong CNN —Chinese diplomat Wang Kejian met Hamas political leader Ismail Haniyeh in Qatar, China’s Foreign Ministry said Tuesday, the first meeting between a Chinese and Hamas official publicly acknowledged by Beijing since the outbreak of the war in Gaza. Wang and Haniyeh “exchanged views on the Gaza conflict and other issues” during their meeting Sunday, according to a brief readout from China’s Foreign Ministry Tuesday. Wang’s visit comes as Beijing aims to step up its profile as a peace broker and has become increasingly vocal in its opposition to the Gaza war. Fighting began on October 7 when Hamas carried out a deadly attack on Israel, killing more than 1,200 people and taking some 250 hostages, according to Israel. During his visit to the West Bank, Wang met with the Palestinian Authority’s foreign minister Riyad al-Maliki, where the Chinese envoy said Beijing is “deeply concerned” about the conflict in Gaza.

PRISTINA (Reuters) - Global police agency Interpol has issued international arrest warrants for ethnic Serb gunmen accused of storming a village last year in north of Kosovo and battling police in a shootout, which left four dead, Kosovo's interior minister said on Friday. Interior Minister Xhelal Svecla said Interpol has informed that all suspects of the Banjska attack have been added in the arrest warrant. Kosovo blames Serbia of being behind the shootout but Belgrade has denied such accusations. Autocracies – governments in which one person possesses unlimited power – are on the rise. Meanwhile, the percentage of electoral democracies – political systems that hold meaningful, free and fair elections with multiple political parties – has gone down. Starting in the 1960s and again in the 1980s, the global share of autocracies decreased dramatically as democracy started to gain more of a foothold around the world, according to V-Dem’s analysis. And despite the relative rise in autocracies in recent years, there were still 58 elected democracies globally compared to 30 closed autocracies in 2022. Seoul, South Korea CNN —Russian President Vladimir Putin plans to visit Kim Jong Un soon, North Korean state media reported Sunday, the latest sign of increasing cooperation between the two authoritarian leaders as war rages in Ukraine and military tensions increase in East Asia. Putin thanked Kim for an invitation to visit Pyongyang and pledged to go there “at an early date,” the report from the Korean Central News Agency (KCNA) said. Kremlin spokesperson Dmitry Peskov said the dates for Putin’s visit to North Korea were still being discussed through diplomatic channels and would be announced later, Russian state-run news agency TASS reported. During that visit, Kim praised Russia for standing up to “hegemonic forces” with its war in Ukraine, while Putin signaled a willingness to assist North Korea in developing its space and satellite programs.
